Not much is known yet, about the World Outside of Time. We shall learn more as the stories are told.

The World Outside of Time has been stewing for many, many years within the braincase of Liz. Pita's comic was a test run to see if she could handle doing webcomics, and now that she's confident she can (so long as she doesn't burn herself out…), she's giving The World Outside it's form.
Everything is connected in Liz's brainworld. You'll soon see.
